Proposal Development Meeting 3 - Develop 2-4 Proposals for Vetting 1
In this meeting budget delegates will take their top 2-4 ideas for their issue committee and draft the proposals for pre-vetting.
Objectives
By the end of the session, issue committees will have:
- A plan to develop their proposals for pre-vetting 
Time
- 2 hours 
Materials
Digital
- Budget Delegate signup & Survey template (requires translation) - if you haven’t sent out yet, create as the proposal development meeting dates are set - Budget Delegate Demographic Survey - this can be sent in the email or during meeting 1 
 
- Proposal template - review in case delegates have questions about what they will (eventually) need to write 
- Pre-work Email (Resource 1) — send to budget delegates a week in advance 
Printing
- Create a RSVP sign in sheet with columns: Name / Email / Issue committee / Signed in / Turned in demographic survey; Make sure there are blank rows for walk-ins - Budget Delegate list has the list of people that expressed interest in orientation 
- Budget Delegate RSVP list - has the list of people that have completed the RSVP form 
 
- Proposal prioritization worksheet — print at least 1 for each issue committee; or use flipcharts and pens 
- Signage - print out flyers or posters to direct people to the room 
- If there will be new people: - Budget delegate responsibilities & norms (Spanish) — print 1 for every 1-2 participants so that issue committee members can review at their table 
- Survey English / Spanish - print 1 for each participant and a few extras.

- Name tags - enough for every budget delegate + extras 
- Markers - several for sign in 
- Pens - enough for every budget delegate + extras 
- Tape - for hanging up flyers 
- Flip charts paper, easels & markers - 1 set for each issue committee unless you are using the proposal prioritization worksheets

- Sharepoint - create accounts for the budget delegates 
- Slack - create account for the budget delegates 
Preparation
Several weeks before
- reserve room, microphone, speakers, projector 
- order any necessary swag 
1 week before
- send pre-work email (resource 1)

- order interpretation 
- create Lyft vouchers 
- order childcare 
- buy supplies 
- create RSVP sign in list

- send reminder to finish the pre-work 
- add budget delegates to the sharepoint and slack 
- assign issue committees to any new delegates

Procedure
Sign in
- Check participants off sign up sheet as they walk in, add new people to sign-in list 
- Ask participants to fill out name tag 
- Ask participants who have not filled out demographic survey and check off who has completed the survey

Hello Budget Delegates!
We’re looking forward to seeing you at Budget Delegate Meeting 2, this Saturday March 11, 11am-1pm at the Civic Center Parasol room.
If you would like to form a Demographic committee, please let me know by Saturday:
- the 4 (or more) members of the committee 
- the rationale for forming the issue committee 
At meeting 2, each issue will continue prioritizing the top 6 ideas, if needed, and then develop the proposals for pre-vetting. You can see an example of what the proposal should look like by pre-vetting on the Proposal Development guide.
When your proposals are ready for pre-vetting, save them in a document titled “proposals” in your Sharepoint issue committee folder, and send an email to <mouren@cityofevanston.org> that they are ready for pre-vetting.
